I finally found another crashed Highwaymen helicopter and tried to land and exit on top of the cooling tower. The helicopter is very hard to get in the Walking Horse Power Plant mission, and shows up rarely. You have to watch for it in the top HUD, and it only shows up when you're making your exit.
